Group 1: States 4-7
Group 2: States 14-60
Group 3: States 62-170
Group 4: States 179-399
Group 5: States 404-614
Group 6: States 617-892
Group 7: States 904-1021
Group 8: States 1022-1182
Group 9: States 1183-1552
Group 10: States 1553-1751
Group 11: States 1752-1976
Group 12: States 1977-2250
Group 13: States 2251-2431
Group 14: States 2432-2504
Group 15: States 2505-2630

You may transfer to states within the same group.

The event lasts 7 days and is divided into three phases:

– Phase I: Pre-Transfer (3 Days)

During this phase, the President can set a Power Cap threshold for entry into their State; Chiefs above the Power Cap can only transfer to a State at the invitation of its President in Phase II or Phase III. Ordinary chiefs (not presidents) will be able to view potential destinations and the status of target States.

*States are categorized as either Leading or Ordinary. States with Transfer Score ahead of others are classified as “”Leading State””, while others are “”Ordinary States””. The state’s total Transfer Score equals the sum of Transfer Score of the top 100 active chiefs within the state.

– Phase II: Invitational Transfer (2 Days)

Presidents may issue Ordinary and Special Invites to ask Chiefs of other States to transfer early.

– Phase III: Transfer Opens (2 Days)

Chiefs are free to transfer anywhere provided they meet a State’s Power Cap.

State transfers cost [Transfer Passes]. The number required is determined by a Chief’s Transfer Score. It is determined by chiefs’ stats, the higher it is (compared to eligible States’ Rating), the more [Transfer Passes] are required. [Transfer Passes] can be obtained from packs or the Alliance Shop.
