The fires that burned down the great City of Arcadia have long since faded. The only ones who remember them belong to the Phaethon military machine that destroyed "utopia" and the few survivors like Agnes who escaped alive. She still dreams about the fire most nights. The pain inflicted by Phaethon still lingers deep in her heart. Still she wishes to rebuild the ancient city. Still she wishes for revenge against the war machine that left those scars.
Whenever Agnes is tempted to give up in the face of evil she remembers her mission. She is one of the greatest scientists on the Tundra, a brave leader who today partners with the Dawn Alliance in their grandest project: to rebuild New Arcadia as she remembers it. It will be a perfect utopia that shall never again suffer the fate of its namesake.
Agnes has welcomed many fellow refugees throughout the years all with the eventual goal of resettling "New Arcadia". So large has the group grown, Agnes was asked to leave her last City which was unable to provide enough heat to accommodate all of her survivors. But in New Arcadia this will never be an issue. New Arcadia will utilize the greatest furnace known to man: an old volcano. The idea has been laughed at by some, called impossible by others, but those like Logan who know Agnes well know that if Agnes says they can safely use volcanic heat, that is exactly what they will do.
The New Arcadia has been built largely according to Agnes' vision, a city that treasures the arts, humanities, music, and takes pride in its largest central building consisting of a grand library dedicated to the improvement of the world through knowledge. The old Arcadians used to say: "Only a beautiful world is worth protecting". Agnes holds similar ideals today. Others like Flint consider it a fool's errand to try to build utopia on Earth. Not Agnes. Agnes aims for a greatness she associates with the old world of the past.
Yet Agnes is determined that the New Arcadia will not walk in the ways of the old. She has seen to it that New Arcadia boasts a very large standing army. The City certainly needs it. A Phaethon legion has already been assigned to subjugate New Arcadia for the sake of its precious knowledge, and one of the largest group of bandits on the Tundra has encamped nearby. Two menacing armies on the new City's doorstep are a constant source of stress for the inhabitants.
For Agnes, it is a crisis that cannot be wasted. If only these two birds could be killed with one stone! But Agnes will need help—help from a strong and enterprising Chief perhaps...
